Requires the Department of Environment and Natural Resources (DENR) to provide full support and favorable endorsement of State and federal permit applications for preferred regional water supply alternatives when specific conditions are met.

Conditions for DENR support include: the regional water supply system acquiring necessary property, implementing conservation measures comparable to similar North Carolina systems, developing infrastructure replacement measures for leaking pipes, and entering into a contractual agreement to pay Department expenses.

Allows DENR to provide technical assistance to local governments in obtaining federal permits for preferred water supply alternatives and to enter into cost-sharing agreements for studies and modeling.

Makes DENR's determination of the preferred water supply alternative binding on all State agencies unless further evaluation during permit review reveals an alternative should be selected based on additional information.

Effective upon enactment.
