Authorizes counties accepting solid waste from other cities or counties to levy a surcharge on disposal facility fees that may be used for public school purposes or any other county fund purpose.

Allows the surcharge fee to exceed normal operating costs when a county has contracted with another county or city to accept their solid waste.

Permits counties to transfer excess fund balances from utility or public service enterprise funds used for landfill operations to the county general fund upon finding the balance exceeds operational needs, including closure and postclosure costs.

Maintains existing restrictions that disposal facility fees can only be imposed on those who use the facility and must apply uniformly throughout the county.
