Amends G.S. 150B-21.4 to eliminate the requirement that state agencies prepare a fiscal note when proposing to repeal an existing rule.

Agencies remain required to prepare fiscal notes when adopting or modifying rules, but not when repealing rules.

Effective upon enactment and applies to all proposed rules published in the North Carolina Register on or after the effective date.

Ratified by the General Assembly on June 13, 2013, and approved by Governor Pat McCrory on June 19, 2013.
