Establishes a Study Commission on Nonprofit Compensation consisting of five House members and five Senate members, each chamber designating one cochair.

Authorizes the Commission to study potential restrictions on State funds for nonprofit salaries, including prohibiting salary funding entirely, capping salary percentages, or limiting individual employee salaries to $100,000.

Directs the Commission to examine overlaps and duplication of services between nonprofits receiving State funds and other nonprofits or State agencies.

Grants the Commission authority to exercise investigative powers, meet in the Legislative Building, and receive staff support from Legislative Services Commission and clerical support from the House.

Requires the Commission to submit an interim report with proposed legislation to the 2014 reconvened session and terminate by the 2015 Regular Session, whichever occurs first.
