Water system suppliers operating public water systems with unfiltered surface supplies must create and implement a source water protection plan (SWPP).

The Environmental Quality Commission shall adopt rules establishing a standardized SWPP format, with allowances for different formats based on system type, source type, watershed classification, population served, and contamination risk.

Rules must include schedules for creating SWPPs, implementing mandatory plan provisions, and reviewing/updating plans by water suppliers.

Commission must establish reporting requirements for water suppliers to monitor SWPP creation, implementation, and revision, with different requirements allowed based on system characteristics.

Commission must report to the Environmental Review Commission by April 1, 2015 on implementation progress, and within six months of adopting final rules.
