Allows a school superintendent to designate a representative to appear before local school boards on their behalf during teacher employment hearings, with school board consent.

Applies to hearings conducted under G.S. 115C-325(j2) for general board hearings and G.S. 115C-325(j3) for disciplinary suspensions, demotions of career school administrators, and reductions in force.

The superintendent's designee may make oral arguments and be present and heard at hearings, with the same rights as the superintendent would have.

Effective July 1, 2013, and applies to all qualifying hearings conducted on or after that date.
