Directs the Department of Justice to establish a Western Regional Crime Laboratory at an underutilized State property location on either the Broughton Hospital campus or the North Carolina School for the Deaf in Morganton.

Appropriates $2,900,000 from the General Fund to the Department of Justice for the 2013-2014 fiscal year for costs of renovating property to establish the Western Regional Crime Laboratory.

Appropriates $1,900,000 from the General Fund for the 2013-2014 fiscal year and $1,900,000 for the 2014-2015 fiscal year to establish 19 staff positions for the laboratory.

Takes effect July 1, 2013.
