Honors the memory of the early founders of the Town of Hayesville, including George Washington Hayes, on the town's 100th anniversary in 2013.

Recognizes that Hayesville was incorporated by the General Assembly in March 1913 and was named after George Washington Hayes, a former General Assembly member instrumental in forming Clay County in 1861.

Acknowledges Hayesville's first officers: Mayor S.E. Hogsed, Commissioners P.N. Tiger, John O. Scroggs, and Early Anderson, and Marshal Frank McClure.

Notes that Hayesville now serves as the county seat of Clay County and recognizes citizens' contributions to North Carolina's social, cultural, political, and economic prosperity.

Directs the Secretary of State to transmit a certified copy of the resolution to the Mayor of Hayesville; effective upon ratification on July 9, 2013.
