Board of Governors must require all University of North Carolina constituent institutions to fully adhere to the Comprehensive Articulation Agreement between UNC and the North Carolina Community College System regarding course transfer and student admission.

Board of Governors shall ensure consistent application of the articulation agreement across all UNC institutions.

UNC and the North Carolina Community College System must conduct biannual joint reviews of the Comprehensive Articulation Agreement and report findings to the Joint Legislative Education Oversight Committee by November 1 of each year, including any revisions and noncompliance reports.

UNC and the North Carolina Community College System shall jointly develop an articulation agreement advising tool for students, parents, and faculty to simplify the course transfer and admissions process.

Effective upon becoming law (ratified June 5, 2013).
