Allows certain immigrant youth to receive in-state tuition at University of North Carolina institutions and community colleges.

Requires eligibility applicants to have received a high school diploma or GED from a North Carolina school and attended North Carolina schools for a minimum of two consecutive years immediately prior to graduation.

Requires applicants without lawful immigration status to file an affidavit stating they have filed or will file an application to legalize their immigration status as soon as eligible.

Requires applicants to meet admission standards and secure enrollment at the institution or community college to which they applied.

Protects confidentiality of information submitted during the in-state tuition application process and designates such information as non-public record, effective July 1, 2013.
