Phases out traditional animal waste management systems serving swine farms by September 1, 2018, or 12 years from initial permitting, whichever is later, requiring owners to close all lagoon and sprayfield components in compliance with applicable laws.

Establishes minimum humane standards for cows, poultry, and swine enforced by the Board of Agriculture in consultation with the State Veterinarian.

Prohibits confining calves raised for veal, egg-laying hens, or pregnant swine in enclosures that prevent them from lying down, standing up, fully extending limbs, or turning around freely, with exceptions for veterinary treatment, transportation, research, and fair exhibitions.

Requires all on-farm killing of cows and swine to be performed humanely using methods approved by the American Veterinary Medical Association, and prohibits strangulation as euthanasia.

Prohibits transport, sale, or receipt of sick or injured cows or calves unable to stand and walk for human food supply; violations are Class 2 misdemeanors, effective January 1, 2014.
