Expands crimes for which an investigative grand jury can be convened to include white collar crimes such as bribery, embezzlement, obtaining property by false pretenses, extortion, forgery, and malfeasance of corporation officers.

Replaces the previous restriction limiting investigative grand juries to only drug violations (G.S. 90-95(h) and G.S. 90-95.1) with a broader list of offenses specified in new subsection (i).

Allows investigative grand juries to investigate attempts, solicitations, and conspiracies to commit the listed crimes, not just the crimes themselves.

Maintains existing procedural requirements including approval by a committee of at least three district attorneys, Attorney General concurrence, and a three-judge panel determination based on probable cause and reasonable suspicion.

Effective date is October 1, 2013.
