Establishes an independent nine-member redistricting commission appointed by the Chief Justice, Governor, House Speaker, Senate President Pro Tempore, and minority party leaders to replace the General Assembly's role in drawing legislative and congressional districts beginning with the 2020 census.

Requires commission to adopt redistricting plans by October 1 following each decennial census with goals of compactness, equal representation, minimizing split counties and municipalities, and contiguous districts while prohibiting consideration of voter political affiliation, prior election data, incumbent locations, or non-Census demographic data.

Restricts commission membership to North Carolina residents not holding elective office within four years prior to service and bars commission members from holding elected state office for four years after service.

Mandates minimum 45-day public comment period before final plan adoption and requires the General Assembly to cease redistricting authority for state legislative and U.S. House districts.

Submits the constitutional amendment to voters at the November 2014 general election and becomes effective January 1, 2020 if approved.
