Modifies the distribution formula for funds expended on the Intrastate System and Transportation Improvement Program by adding Surface Transportation Program/Direct Attributable (STP/DA) federal funds to the list of exempt funds.

Eliminates the 90% completion threshold for the Intrastate System projects, making the population-based distribution formula (66% population, 34% equal regional share) the permanent standard for fund allocation.

Removes the previous two-tier distribution system that allocated 25% based on mileage remaining, 50% on population, and 25% on equal regional share until 90% project completion.

Maintains seven geographic distribution regions (A through G) across North Carolina counties for allocating highway and transportation improvement funds.

Becomes effective July 1, 2013.
