Prohibits compensating individuals for voter registration assistance unless they are conducting registration for governmental agencies as required by law.

Specifies election observer rights to be present throughout polling places, move about freely, observe voter registration checking, and challenge expulsion with penalties for judges who remove observers without cause.

Allows boards of elections to provide general election ballots within three days of presidential nominee nomination if that occurs after the standard 57-day deadline, ensuring military and overseas voters receive ballots in time.
