Allows applicants to provide an Individual Taxpayer Identification Number (ITIN), valid documentation of lawful U.S. presence, or U.S./foreign passport in addition to a social security number when applying for drivers licenses, learners permits, or identification cards.

Removes the requirement that applicants must provide a valid social security number to obtain a drivers license, learners permit, or identification card.

Repeals provisions creating limited-duration drivers licenses for applicants with temporary legal presence in the United States.

Becomes effective October 1, 2013.
