Requires the North Carolina Department of Commerce, Division of Employment Security, to develop a survey assessing equal pay practices between men and women performing substantially equal work by September 1, 2013.

Directs the Division to invite the 100 largest employers in the state to complete the survey by November 1, 2013.

Defines "employer" as private businesses with at least 300 employees as of January 1, 2013, and net income exceeding $3 million for 2012.

Requires the Department to post cumulative survey results on its website by December 31, 2013, without disclosing individual employer or employee identifying information.

Mandates the Department publicly list all employers that declined to participate in the survey.
