Increases the reporting threshold for independent expenditures from $100 to $1,000, and requires initial reports within 10 days of incurring expenses (or 48 hours if expenses exceed $1,000).

Requires additional reports within 48 hours when independent expenditures aggregate to more than $5,000 during periods not covered by previous reports, with a final report due 30 days after the election.

Establishes new reporting requirements for registered political committees making independent expenditures exceeding $1,000, and requires non-individual entities making contributions to report contributions exceeding $300.

Changes electioneering communications reporting to require filing within 48 hours of incurring expenses or receiving donations exceeding $5,000, replacing the previous 10-day reporting schedule.

For municipal elections, reduces the independent expenditure reporting threshold to $300 instead of $1,000; effective September 1, 2013.
