Requires treasurers of candidate campaign committees for statewide office to electronically file campaign finance reports showing cumulative totals exceeding $5,000 in contributions, expenditures, or loans.

Expands electronic filing requirements to state, district, county, or precinct political party executive committees making contributions or independent expenditures exceeding $5,000 affecting statewide contests.

Requires all other political committees to file electronically if they have more than $10,000 in cumulative activity.

Mandates the State Board of Elections provide free electronic filing software for both Windows and Macintosh operating systems, with authority to waive penalties for delays caused by circumstances beyond the treasurer's control.

Becomes effective January 1, 2014, or 30 days after the State Board of Elections makes electronic filing software available for both operating systems, whichever is later.
