H.B. 92 - Technical Corrections to General Statutes (2013)

• Corrects statutory references, terminology, and cross-citations throughout North Carolina General Statutes, including changing "Judicial Districts" to "Prosecutorial Districts" and updating references to state agencies and commission names

• Makes substantive corrections to criminal sentencing law, including clarifying that juveniles convicted of first-degree murder are sentenced under Part 2A of Article 81B rather than automatically receiving life without parole

• Modifies expunction eligibility requirements by removing language that restricted expunction petitions and clarifying the types of offenses eligible for expunction after 15 years

• Adjusts various procedural and administrative requirements across multiple state agencies, including changes to medical fee schedules for workers' compensation, community college trustee appointments, and transportation project prioritization criteria

• Repeals or amends multiple sections of prior session laws and makes various technical corrections to align terminology, fix internal references, and correct clerical errors throughout state law
