Department of Transportation and Department of Agriculture and Consumer Services must jointly create a plan to minimize destruction and damage to farmland from DOT projects in agricultural areas.

Plan must provide mitigation for farmland destroyed or impacted by DOT projects.

Plan must prioritize preservation of farmland containing alluvial soils located adjacent to DOT project rights-of-way.

Departments must report on the plan to House Agriculture Committee, House Transportation Committee, Senate Agriculture/Environment/Natural Resources Committee, and Senate Transportation Committee within one month of the 2014 session convening.

Act is effective upon becoming law.
