Delays the effective date of unemployment insurance benefit reductions from House Bill 4 (Session Law 2013-2) from July 1, 2013 to January 1, 2014.

Postpones changes to unemployment benefits, employer account balance requirements, and contribution rate determinations until January 1, 2014.

Protects approximately 104,000 North Carolinians from immediate loss of federal Emergency Unemployment Compensation (EUC) benefits by extending eligibility through 2013.

Preserves an estimated $700 million in federal funding that would otherwise be lost due to the state violating its federal EUC agreement.

Prevents North Carolina from becoming the only state without access to federal Extended Unemployment Compensation program benefits.
