Establishes three-day timeframe for clerks to mail license reinstatement certifications to licensing boards after determining child support obligors are no longer delinquent or have complied with subpoenas.

Requires licensing boards to reinstate licenses within three days of receiving certification of compliance, rather than leaving timing discretionary.

Mandates child support enforcement agencies send compliance certifications to licensing boards within three days of determining an individual meets reinstatement requirements.

Applies similar three-day requirements to the Division of Motor Vehicles for reinstating driver licenses and hunting/fishing licenses upon receipt of proper certification.

Effective October 1, 2013, applies to all license reinstatements occurring on or after that date.
