Creates a private right of action allowing parties to transactions and attorneys involved in transactions to sue notaries for violations of the notary public act.

Permits civil actions for damages, injunctive relief, or both against notaries who violate the act in connection with notarized transactions.

Actions must be filed in the superior court of the county where the transaction took place, or in Wake County if the location cannot be determined.

Preserves other existing sanctions, remedies, and claims against notaries under state and federal law.

Effective upon becoming law and applies to notarial acts and omissions occurring after the effective date.
