Board of Governors of the University of North Carolina shall develop a plan to construct a statue of William Richardson Davie on the UNC Chapel Hill campus, recognizing him as North Carolina's 10th Governor and founding father of the university.

Plan must include prominent campus sites for statue location, projected costs for sculptor and personnel, and a public process with at least one hearing for student and public comment on proposed sites and costs.

Board of Governors shall develop a strategy and timeline for raising private funds to cover all design and construction costs, with no public funds permitted for the statue project.

Draft plan due to Joint Legislative Education Oversight Committee by February 1, 2014, with final proposal due by October 1, 2014.

Act becomes effective upon passage into law.
