Modifies fuel economy purchasing preference for state motor vehicles from "top fifteen percent (15%)" to "the best of" its class of comparable non-hybrid, non-electric automobiles.

Requires the Department of Administration to award new passenger motor vehicle purchases based on best value to the State, considering fuel economy ratings and life cycle costs including projected fuel and acquisition costs.

Excludes vehicles used in law enforcement, emergency medical response, and firefighting from the fuel economy preference requirements.

Mandates annual reporting to the Joint Legislative Commission on Governmental Operations and the Environmental Review Commission detailing the number of vehicles purchased, savings or costs of compliance, and quantity and cost of fuel saved.

Becomes effective upon enactment.
