Restricts the North Carolina Turnpike Authority from constructing toll-supported highways in southwestern North Carolina by modifying the Gaston East-West Connector project parameters.

Prohibits the Authority from constructing any portion of the Gaston East-West Connector (Garden Parkway) that would be located entirely or partially west of the Catawba River and south of the current U.S. 74 highway route.

Maintains existing authorization for other turnpike projects including the Triangle Expressway, Monroe Connector/Bypass, and Cape Fear Skyway.

Requires any new turnpike projects proposed beyond those listed to be approved by the General Assembly prior to construction.

Becomes effective upon enactment.
