Reorganizes North Carolina's public health statutes on HIV/AIDS testing by creating a new Part 1B in Chapter 130A and consolidating related provisions into G.S. 130A-151.1 through 130A-151.10.

Expands informed consent requirements for HIV/AIDS testing to require written documentation, notification of the right to refuse without penalties, and pretest counseling provided verbally, in writing, or by video.

Requires health care providers to inform patients who test positive for HIV/AIDS of treatment and supportive services, provide partner notification assistance, and counsel on transmitting the infection to sexual and needle-sharing partners.

Establishes mandatory HIV/AIDS testing protocols for pregnant women during prenatal care, including pretest counseling about transmission risks to the fetus and pharmaceutical interventions, with repeat testing offered in third trimester in high-prevalence areas.

Maintains existing prohibitions on requiring HIV/AIDS tests for employment, housing, or public services while preserving exceptions for preemployment medical exams, annual employee exams, and appropriate employment actions when continuation of work poses significant health risk.
