Renames the Child Care Commission to the Early Childhood Care and Education Commission and expands its authority to include early childhood education programs in addition to child care licensing.

Requires local partnerships to serve as the sole contract administrators for the NC Pre-K program beginning July 1, 2014, prohibiting local school administrative units from serving as contract administrators.

Defines "at-risk" children eligible for NC Pre-K enrollment as those with family income at or below 100% of federal poverty guidelines, children with identified disabilities (IEP), or children of active duty or injured/killed military members.

Reduces the Early Childhood Care and Education Commission from 17 to 11 members and restructures appointment requirements to include early childhood education specialists and at least one NC Pre-K program provider.

Requires the Department of Health and Human Services to report by September 1, 2014 on the Commission's progress establishing coordination policies among early childhood care and education programs.
