Prohibits railroad corporations from increasing track elevation during repair or reconstruction work at established road crossings, unless the work is part of constructing an overpass or underpass.

Requires railroad corporations to reconstruct crossing works in a manner that does not impede passage or transportation of persons or property along roads and highways.

Maintains existing enforcement mechanisms allowing county, city, town, or public road authorities to issue written notice requiring railroads to place crossings in safe condition within 30 days.

Establishes violation as a Class 1 misdemeanor with each calendar month of non-compliance after notice constituting a separate offense.

Effective date of October 1, 2013.
