Legislative Research Commission shall study best practices for addressing production, distribution, possession, and administration of cannabis in treating terminal or debilitating illnesses.

Commission shall examine how other states regulate medical cannabis, including production, distribution, possession, and taxation of cannabis and derivative products.

Commission shall analyze potential revenue streams from legalizing medical cannabis in North Carolina, including licensing fees and taxes on cultivation, processing, and sales.

Commission may submit an interim report to the General Assembly when it reconvenes in 2014 and shall submit a final report to the 2015 General Assembly.

Act is effective upon becoming law.
