Creates a new criminal offense under North Carolina General Statutes Chapter 14, Article 36 for discharging a firearm with reckless disregard.

Establishes a Class F felony for deliberately bent on mischief conduct where a person discharges a firearm in a reckless and wanton manner manifesting utter disregard for human life and social duty.

Enhances the offense to a Class D felony if the discharge of the firearm causes serious bodily injury to another person.

Does not apply if the conduct is covered under another provision of law providing greater punishment.

Becomes effective December 1, 2013, and applies only to offenses committed on or after that date.
