Amends Chapter 99E of the General Statutes to add Article 5 establishing liability standards for public safety telecommunicators and dispatchers.

Requires civil actions against 911 or public safety dispatchers acting within their job duties to use "clear and convincing evidence" as the standard of proof instead of the standard preponderance of the evidence.

Applies to lawful and prescribed actions performed by dispatchers at public safety answering points (PSAPs) as defined in G.S. 62-40.

Becomes effective upon enactment and applies to any cause of action arising on or after the effective date.
