Provides a three percent salary increase to UNC employees (SPA employees, EPA faculty, and EPA nonfaculty) for fiscal year 2013-2014, effective July 1, 2013.

Provides an additional three percent salary increase to the same UNC employees for fiscal year 2014-2015, effective July 1, 2014.

Includes funding for employer retirement and social security contributions associated with the salary increases.

Establishes a Reserve for Compensation Increases in the Office of State Budget and Management to manage the funds for these salary increases.

Appropriates $80,208,246 for fiscal year 2013-2014 and $162,822,739 for fiscal year 2014-2015 from the General Fund.
