Defines "aggressive dog breeds" as pit bulls (including Staffordshire Bull Terrier, American Staffordshire Terrier, and American Pit Bull Terrier), Rottweilers, Mastiffs, Chows, Perro de Presa Canarios, and wolf hybrids.

Requires owners taking possession of aggressive dog breeds on or after January 1, 2014 to pass a criminal background check conducted by the county sheriff.

Mandates enrollment in a minimum four-hour dog owner education course provided by the Humane Society of the United States or approved rescue organizations, with certification required.

Requires owners to notify their homeowners' or renters' insurance provider and obtain a special permit from the Department of Insurance (fee up to $25).

Establishes penalties of up to $50 for violations from January 1, 2014 through December 31, 2015, escalating to Class 3 misdemeanor charges effective January 1, 2016.
