Allows persons charged with specified traffic and vehicle violations to obtain dismissal by providing proof of compliance to the district attorney and paying a $50 compliance dismissal fee, in lieu of fines or court appearance.

Eligible offenses include no operator's license, registration violations, expired license, unsafe tires, inspection violations, safety equipment violations, child restraint violations, and motorcycle helmet violations.

Compliance dismissals are not available when compliance is a statutory defense to the charge under existing law.

Compliance dismissal fees are deposited into a special nonreverting fund and allocated quarterly: 25% to district attorneys' offices, 25% to clerks of superior court, 20% to sheriff's training, 20% to law enforcement training, and 10% to the Highway Patrol.

Allocated funds must be used to maintain full staffing levels and enhance training and officer safety, and must supplement rather than replace existing appropriated funds.
