Department of Commerce must verify whether chief executive officers or chief financial officers of Job Development Investment Grant (JDIG) applicants or recipients are fleeing felons or probation/parole violators using accessible criminal history databases.

Department of Commerce shall notify JDIG applicants that confidential information may be released if arrest warrants are issued against their CEO or CFO, and shall notify existing grant recipients of this policy at grant renewal.

Secretary of Commerce shall deny JDIG grants to applicants or recipients whose CEO or CFO is subject to an outstanding arrest warrant for felony charges or parole/probation violations in any jurisdiction.

Secretary of Commerce shall adopt rules governing information sharing between the Department and local law enforcement agencies, establish protocols with the Office of the State Controller, Administrative Office of the Courts, and Department of Public Safety, and report annually to the General Assembly on denials issued under this section.

Department of Justice may provide criminal history records from State and National Repositories to the Department of Commerce for JDIG applicants/recipients, with the applicant or recipient paying a $100 processing fee.
