Appropriates General Fund monies for state departments, institutions, and agencies for the fiscal biennium ending June 30, 2015.

Appropriates State Highway Fund and State Highway Trust Fund monies for the Department of Transportation for the biennium ending June 30, 2015.

Appropriates federal block grant funds for the Department of Health and Human Services and the North Carolina Education and Research Network for fiscal year ending June 30, 2014.

Establishes that textual provisions apply only to the 2013-2015 fiscal biennium unless they clearly indicate intent to extend beyond that period.

Becomes effective July 1, 2013, with all appropriations subject to the State Budget Act (Chapter 143C of the General Statutes).
