Exempts public school students from paying fees for Advanced Placement and International Baccalaureate examination and course registration fees, regardless of exam scores.

Establishes the North Carolina Advanced Placement Partnership to provide professional development and technical assistance to teachers and administrators, with priority given to low-performing schools.

Awards teacher bonuses of $50 per student scoring 3+ on Advanced Placement exams or 4+ on International Baccalaureate exams, with additional $500 bonuses for teachers in low-performing schools, capped at $2,000 per teacher annually.

Requires local school boards to ensure all high school students have access to advanced courses in language arts, mathematics, science, and social studies through in-person or virtual instruction.

Directs State Board of Education to report annually to the Joint Legislative Education Oversight Committee on advanced course enrollment, performance, student demographics, teacher participation, and funding distribution.
