Authorizes use of North Carolina Education Lottery funds for digital learning purposes in public schools from July 1, 2013, through June 30, 2016, including school connectivity, digital textbooks, instructional resources, and digital devices.

Counties may use Public School Building Capital Fund monies for digital learning needs at the request of local school administrative units, and must allocate a portion of these funds for high-quality, ongoing teacher professional development.

Beginning July 1, 2016, counties may only use lottery funds for digital learning if the State Board of Education determines the local school administrative unit has demonstrated consistent improvement and growth in student outcomes.

Eliminates the existing prohibition on using lottery monies in the Public School Building Capital Fund to pay for school technology needs.

Maintains the existing distribution formula of 65% allocated per average daily membership and 35% allocated to counties with effective tax rates above the state average.
