Appropriates $4,000,000 from the General Fund or available federal Block Grant funds to the Department of Health and Human Services for fiscal year 2013-2014 and $4,000,000 for fiscal year 2014-2015 to provide additional funding to North Carolina food banks.

Allocates funds equally among six regional food banks: MANNA Food Bank (Asheville), Second Harvest Food Bank of Metrolina (Charlotte), The Food Bank of the Albemarle (Elizabeth City), The Second Harvest Food Bank of Southeast North Carolina (Fayetteville), The Food Bank of Central and Eastern North Carolina (Raleigh), and Second Harvest Food Bank of Northwest North Carolina (Winston-Salem).

Becomes effective July 1, 2013.
