Renames the "Special Children Adoption Fund" to the "Adoption Promotion Fund" and allows funds to be used for post-adoption services for families with income up to 200% of federal poverty level.

Creates an 11-member Permanency Innovation Initiative Oversight Committee to design data tracking, oversee program implementation, and report annually to the General Assembly on foster care permanency outcomes.

Establishes the Permanency Innovation Initiative Fund to support demonstration projects by Children's Home Society of North Carolina focusing on family finding services, child-specific adoption recruitment, and permanency training for county social services departments.

Appropriates $1,500,000 for fiscal years 2013-2014 and 2014-2015 to the Adoption Promotion Fund for private nonprofit organizations and county departments of social services adoption incentives.

Appropriates $1,000,000 for fiscal year 2013-2014 and $2,750,000 for fiscal year 2014-2015 to the Permanency Innovation Initiative Fund for services provided by Children's Home Society of North Carolina.
