Repeals "stand your ground" laws and replaces them with a statute limiting use of deadly force against intruders to situations where occupant reasonably apprehends death, serious bodily harm, or felony commission.

Requires universal background checks for private firearms transfers through licensed dealers, with SBI approval required before transfer completion and a valid 30-day approval period.

Mandates safe storage of firearms in homes with minors or unauthorized persons using locked storage depository or safety lock device; violation is a Class 1 misdemeanor.

Requires all firearm owners to obtain and maintain liability insurance of at least $100,000 covering negligent or willful acts involving the firearm.

Prohibits possession, sale, or transfer of large-capacity magazines (over 15 rounds for most firearms) with exemptions for magazines owned before December 1, 2013, and those possessed by law enforcement; directs State Treasurer to divest public pension funds from firearms manufacturer stocks.
