Allows the Board of Governors of The University of North Carolina to approve fees for the North Carolina School of Science and Mathematics for distance education services provided to nonresidents without requiring General Assembly approval.

Permits the North Carolina School of Science and Mathematics to charge fees for students participating in extracurricular enrichment programs sponsored by the school, subject to Board of Governors approval.

Modifies G.S. 116-40.22 and G.S. 116-143 to carve out an exception to the general requirement that tuition and mandatory fees at the school cannot be imposed without General Assembly approval.

Becomes effective July 1, 2013, and applies to the 2013-2014 spring academic semester and all subsequent academic semesters.
