Requires implementation of zero-based budgeting for the state budget by the 2019-2021 fiscal biennium, with zero-based budget defined as funding necessary to achieve cost-effective performance with no basis in prior appropriation amounts.

Governor shall begin implementation of zero-based budgeting starting with fiscal year 2015, establishing a four-year phase-in schedule for executive branch state agencies.

Each state agency submitting a zero-based budget must develop requests as if initiating the budget for the first time and provide accompanying statements explaining functions, policies, plans, and work accomplished.

Governor shall present budget recommendations to the General Assembly including zero-based budgets for certain identified state agencies beginning with fiscal year 2015-2016, with the entire 2019-2021 fiscal biennium budget to be zero-based.
