Modifies G.S. 143C-1-2(b) to prevent state appropriations allotted to local school administrative units and charter schools from reverting to the fund at the end of the fiscal year.

Maintains existing exceptions for General Assembly appropriations, capital improvement projects, and information technology projects, while adding schools to the non-reversion categories.

Effective date is June 30, 2013.
