Appropriates $2,000,000 from the General Fund to the Department of Public Instruction for the 2014-2015 fiscal year to establish the Western Regional Leadership Academy.

Academy purpose is to increase the number of principals and assistant principals qualified to lead transformational change in schools in rural and urban areas, particularly lowest-achieving schools.

Target counties include Avery, Burke, Caldwell, Buncombe, Haywood, McDowell, Rutherford, Yancey, and Madison Counties, plus other western North Carolina counties as selected by the Department.

Academy shall begin operations as soon as practicable.

Becomes effective July 1, 2013.
