Allocates $450,432 for fiscal year 2013-2014 and $901,864 for fiscal year 2014-2015 from the Education Lottery Fund to provide 200 community college scholarships annually.

Each community college must select one veteran and one needy student from each county in its service area to receive scholarships each year.

Eligible veterans must be honorably discharged with expected family contribution not exceeding $5,000; eligible needy students must have zero expected family contribution under federal methodology.

Students must meet federal Pell Grant requirements (except family contribution threshold), be North Carolina residents, maintain undergraduate matriculated status, and demonstrate satisfactory academic progress to renew scholarships.

Scholarships are limited to a maximum of two full academic years per student, with up to 2% of funds allowed for State Educational Assistance Authority administration.
