Authorizes the Legislative Research Commission to study issues relating to the North Carolina Residential Code for One- and Two-Family Dwellings within the North Carolina Building Code.

Study may examine necessity of particular building codes, fair implementation, cost/benefit analysis, impact of new products, code adoption policies, and licensing board relationships.

Additional study topics include fees and costs, engineering design and product changes, and other matters deemed necessary.

Commission may submit an interim report to the 2013 General Assembly when it reconvenes in 2014 and shall submit final report to the 2015 General Assembly.

Resolution becomes effective upon ratification.
