Allows assessment methods to be based on actual use of property and permits adjustments when land use changes, provided total assessments remain sufficient to cover project costs.

Clarifies voting procedures for special assessment petitions by establishing specific rules for calculating ownership votes and assessed value percentages when property has multiple owners.

Applies retroactively to special assessments imposed on or after June 30, 2013; does not affect validity of assessments imposed before the sunset dates.
